Chuunin is a like going from Geneva Convention Category 1 to 2 (/3) or NCO, or Sergeant, or petty officer, or leader or whatever.
In this ninja world, they need to rapidly make confident decisions for the mission and to keep their team alive. Failure to get to the true or false quiz means you are slow and would be defeated by enemy traps with your squad, failure on the quiz means that when ambush happens, you would die with your squad. This exam tests individual ability, leadership, quick thinking and cooperation, all traits a Chuunin needs to be junior leader of a squad.

Test takers will be able to try again, will still be ninja, and will still hopefully be improved by this intensive examination.
